out of the thousands of sport kites i have sold maybe 10% came back to get a second kite or more....most people wanted the cheapest thing that they could get for the day...then tossed the kite into the corner afterward
Think maybe the reason they tossed the kite is because they had non-equalized lines?
I believe if the MFG would include a note / instructions about equalizing the line set before the first flight, (as Jim said they would do) most newbies would be hooked for life
I remember when I started correcting my line sets how much more control I would have
As for the quality of the line - I have purchased top quality line sets that were un equal, so would paying more for better quality uneven lines make any difference to a new flyier, I doubt it.
Stretch is something we have all dealt with, yes some lines stretch more than others, but they all stretch and need to be corrected.

We had a very big presence both in the town where were situated (Newport RI) as well asa daily presence at the local park (Brenton Point)-we had a stand out there that was manned byy someone who had more than just a basic knowledge of flying and setting up kites and lines....
so-hopefully the answer to your question is no....but............
We also had a good deal going for line sets....we made our own....bought bulk spool (3000') of Laser Pro Gold...and i would cut custom lengths as requested/sleeve as requested and prestretch the them too...(all of this was done on the street in front of the shop using a telephone as an anchor)......
heck i remember kids running with sport kites crashing it into the ground and just grinning and luahging like mad because they were having so much fun....the line quality did not matter too much then
