One of the most popular sections of the GWTW Forum has long been the Swap Meet.  A great place to sell old, seldom flown kites or to get great deals on used (gently flown) kites.  Only registered users can see the Swap Meet section, let alone wheel and deal.  1000's (literally) of kites have changed hands thanks to the Swap Meet.

1) Put candy in sack attached to ferry
2) Launch ferry up kite lane
3) Ferry reaches the top, triggers and candy drops.

Even simpler (although I don't have plans)

Sew a tube of fabric, both ends hemmed/reinforced but open.  You should put some reinforcement in the top (open) end because it will be under stress as the "hanging" end.  You could use edging or better yet, include a "hoop" so that the top is always open (easier to dump in candy).  Make the tube long enough that you'll have about 1/3 for "payload," 1/3 for the top end above the payload, and 1/3 at the bottom end to fold over the middle third. Maybe two feet long.  Add lines to the "top" end that you can loop through a carabiner to attach to the kite line.  On the bottom end of the tube, sew three inches of a six inch length of the "loop" side of velcro to the bag - in other words, have three inches sewn to one side of the bag, and three (or more) inches hanging down, longer than your bag.  Add a loop of line or a ring to the "extra end" of the velcro strap.  You'll use the loop to attach your "pulling" release line.  On the opposite side of the bag, about 1/2 to 2/3 of the way up the side of the bag, sew on six inches of the "hook" side of velcro (vertically, or running lengthwise). 

Attach carabiner to flying line.  Fold over the bottom of the bag, and attach the loop velcro to the hook velcro, closing the bottom.  Attach a second reel of "release" line to the loop on the velcro.  Let out a lot of "release" line so you don't release early after launching.  Fill the payload bag with candy - the folded over bottom third of your tube should prevent any candy from falling out once it's filled.  Launch the kite . . . . . get the bag to altitude, and release candy upon the children!

What I like about this system is the simplicity.  I've seen the RF devices fail at festivals due to dead batteries, too much weight/tension on the release device, etc.  This is just very simple (although it really requires a second helper on the release line)
