Some do and stop and ask questions but that happens more mid-day vs. early morning. Some seem to think I'm invading their beach with my kite. You sometimes have to have a thick skin. Some are thinking:
"Hey, that kite'd fly better with a tail on it!" 
While flying at Lincoln City, OR a week ago:
I had the invasion looks too, not to mention nerf footballers and body boarders camping out between me and the kite. One lady examined a rock without moving for five minutes. Finally flew line all around her an she's totally clueless, until her bored husband tells her to move on.
About 200 school kids cleaning the beach on Saturday - all walking past the same junk, but finally picked up by parents. Ironically, by next morning 7am, same spot had: one high heel shoe, one pair jean shorts, water and beer bottles, and plastic bag and smoldering camp fire. I figured some happy couple had beer, two weeny roasts, more beer, and were interrupted before the party was over. For the shoe to fit the scene, they must have come directly from a Prom.
Dogs chase into flock of sea gulls and have to land until the pattern is clear five times or more daily.

That ended conversation.
Lady stops while I'm flying Sano SSL 30' up and doing tricks, "Is there enough wind to fly?" Sounded like she had standard kite. Reply, "Maybe."
Multiple comments while flying SUL for over an hour each morning, "Not much wind is there?" As they walk through the narrow wind window. Reply, "Probably!"
Chuckles as leashless dogs try to chase kites. Luckily no wind lulls at those moments.
Usually fly out of the way of people, but held stall one time until people almost walked into kite - totally clueless it was there even at eye level and directly in front of them.
