Mmm.. it really is designed as an aggressive indoor kite.
Works best on really short lines - say 12-15ft at most.
Also, I don't find it that great in wind of any magnitude: see above.
... and theres the L'Atelier Double Zero - which might work well too.

The Level One Jump is a purpose designed street kite: definitely one to consider.
The FrenEvo would be great except it does not really care for choppy winds. It's best in fairly smooth mid-winds 6mph+..
The Jordana's not bad for this sort of thing. I like it anyway.
An older style Frenezy might fit the bill.
The Premier Nighthawk would be good too, and I suppose the Wolf although I haven't flown that one. I hear good things however.
Out of my bag, I'd probably stick with the Deep Space. It flies very well on 30ft. lines. It is a little bigger than what you have in mind, but not much.
FWIW, this is the sort of flying I do a lot.
For rising turtles you are looking at something ultra-modern though. Something that really drops into a deep turtle.
You might want to consider something from Kitehouse. Maybe a Drop or a Sissy? What size is the Sissy anyway? Went and had a look: just under 6ft.
An Element would do very well.. at a price. Also larger than stipulated.. but still.
