One of the most popular sections of the GWTW Forum has long been the Swap Meet.  A great place to sell old, seldom flown kites or to get great deals on used (gently flown) kites.  Only registered users can see the Swap Meet section, let alone wheel and deal.  1000's (literally) of kites have changed hands thanks to the Swap Meet.

As a DYI, it might be doable.  A lot of the brains is available as open source.  Parts are in the normal R/C range.

The production version is another story.... entirely.

Google/youtube the keyword "Draganfly".... do it now.

Before you get the checkbook out.

$10K for the budget version.   
$20K for the premium version
$??? for the uber version due for release later this year.

Target market for current Draganflys (they had a much humber beginning) are military, law enforcement, research and education organizations with large grants.

Would that move in the video about 30 seconds in be a cascade or a flic/flak?  I think I saw a jacob's ladder not much after that too.
