One of the most popular sections of the GWTW Forum has long been the Swap Meet.  A great place to sell old, seldom flown kites or to get great deals on used (gently flown) kites.  Only registered users can see the Swap Meet section, let alone wheel and deal.  1000's (literally) of kites have changed hands thanks to the Swap Meet.
There are several more benefits to being a registered user, but you'll have to join our little community to find out all the "secrets".

got a new usede computer with windows 7 on it , nice nice nice.

Ihow can I erase questionalbe sites that may have been visited by the previous owner ?

Any programs or techniques ?

Delete all the favorites, the browsing history, files and cookies to start fresh, I'm not on my Win 7 PC right now but it's in the menu at the upper right. To totally get rid of any evidence there may be some registry entries and the index.dat file but getting rid of those is way more involved then we can do here. Don't sweat them if your activities aren't suspect, somebody with the knowledge to get those out would have the ability to recover much of even the deleted info.

If you're totally paranoid about it you'll need a full set of recovery disks and a new hard drive or a Bart PE disk with a Military grade disk over-writer program included, again that's beyond the scope of the forum. They really aren't watching you that closely ... yet ... and if they are the unique MAC address of that PC has already been registered  Huh

Most recent version of windows allow you to make a backup copy of the install disks. 

It is worthwhile to make a set in case of a virus or system crash anyway.... really.

The OEM keycode for the Windows install should be on a sticker physically on the machine or with the paperwork.

Once you have made the disks,  you can just do a fresh install.
