ultralight for a beginner

One of the most popular sections of the GWTW Forum has long been the Swap Meet.  A great place to sell old, seldom flown kites or to get great deals on used (gently flown) kites.  Only registered users can see the Swap Meet section, let alone wheel and deal.  1000's (literally) of kites have changed hands thanks to the Swap Meet.
There are several more benefits to being a registered user, but you'll have to join our little community to find out all the "secrets".

Okay, not an absolute beginner. I can keep a kite in the air, unless I'm trying something new, but the only plan I've found for a UL is the B'zar, which is described as a more advanced kite. I just finished my first build ( the LeQuartz) and I'm very happy with it , but there are long periods in the summer here where there is very little wind. Anyone have any ideas?

you should seriously consider building a vortex.  even with the standard frame I've flown it in pretty low winds (I'm not an exceptional flyer mind you).  I know several people on the forum have built a vortex with a UL frame (myself included)... check out this thread http://www.gwtwforum.com/index.php?topic=4150.0

Even if you don't go for a UL, the vortex is a sweet kite, and currently my favorite to fly.
