One of the most popular sections of the GWTW Forum has long been the Swap Meet.  A great place to sell old, seldom flown kites or to get great deals on used (gently flown) kites.  Only registered users can see the Swap Meet section, let alone wheel and deal.  1000's (literally) of kites have changed hands thanks to the Swap Meet.
There are several more benefits to being a registered user, but you'll have to join our little community to find out all the "secrets".

My bet would be Dynamic T8 ... maybe T10s.
I'll see if I can russle up some to compare to your measurements.

The rods used were absolutely Dynamics and pretty sure (based on my measurements of a T8) they are T 10's.  You might consider switching to Sky Shark 2PT's as the lighter Dynamics can be a bit hard to come by.

My recommendation for the 2PT was based on weight.  3PT's would add 5 grams to the total weight of the kite while the 2PT's would shave off 2 grams.  It is, after all, an Ultra light.

Low cost would be to replace the lower spreaders with 3PT and use one of the stock spreaders to replace the LLE. You'd have a spare T10 for the long haul. This is assuming the spreader is long enough to replace the LLE. The slightly stiffer and much stronger 3PTs would be great spreaders.

Wow, that's a big change. Putting that much more weight at the wingtips will make the kite fly funny unless it's balanced with corresponding weight at the other end of the kite. A heavier upper spreader is usually the way to go. The stiffness of the LLEs might cause problems for the fairly weak T10 spreaders. Normally the flex of the LE and spreader combine to form the shape of the kite, and when one component gets stiffer the other has to bend more. This is mainly a problem with curvy LEs, I don't know about the UFO.
