Thats a Dwyer meter. Theyve been makng those for decades. The Prism meter was similar, maybe a licensed copy?
They do have a moving part, the ball that moves up and down, an it can get stuck. The Dwyer meter isn't as useful as it was in the past as sport kite wind speeds have dropped. It's not so good in low wind.
We've got three. (picked up in buying kite lots and accessories) Lower range is pretty much useless as it varies so much with temp and humidity. Also dust, sand and salt pretty much render them less than worthless. Ever been to the beach and not tasted salt in the air?
