It would seem to appear after spending over n'  1 hour trying to find a resizing tool that may be hidden in my PIECE OF CRAPOLLA NEW WINDOWS 7 PROGRAM.

Firstly; decaf.

Secondly; Paint, which comes along with Windows 7, allows resizing of images by percentage or to a defined pixel size. You access this by clicking on the word "Resize" on the menu ribbon. See the two attachments.

If you really want something else to do this, although Lord alone knows how anything could be simpler, then PortableApps offer you a wide choice of free programs.

DECAF IS AN UNDERSTATEMENT...I still am totally amazed at just how difficult doing any work of any kind with photos suddenly....the more I try to get a handle on this....the more I miss my XP!

!I have been using this  windows 7 Live photo gallery  option for resizing...however even at the smallest setting...I still can't resize it small enough to meet the 100 max for posting here on GWTW site.
