One of the most popular sections of the GWTW Forum has long been the Swap Meet.  A great place to sell old, seldom flown kites or to get great deals on used (gently flown) kites.  Only registered users can see the Swap Meet section, let alone wheel and deal.  1000's (literally) of kites have changed hands thanks to the Swap Meet.
There are several more benefits to being a registered user, but you'll have to join our little community to find out all the "secrets".

I was watching it when they pulled it out and immediately said kite reel. I really wonder what kind of 'games' they play with the lockers.

I'me guessing it's a total custom job.  Someone in the kiting community should have some idea about it.
That disk brake from a bicycle was cool.
I doubt most folks would be willing to pay that kind of money.

Don't believe it is a custom job.  Found a source for it and the price was pretty much in line with the estimate on the show.

Reel Size: 26cm (10.24 inches)
Weight: 3.5 kg (7.72 lbs)... without line 
Price: $650.53
Shipping to US: $115.47 via EMS
Total CC Burn: $766.00

But we live in a world where belt buckles can run $57,900 and shoe lace tips can run $6,100... so it's all for giggle in the end.
