Guys will be out there as early as 9 to 9:30 am. Just head down there when you can! I won't be able to get there until around noon cause I've go to help the wife (G/F) with something in the morning. But after that, I'll be there as soon as I can.
As far as parking, most of the guys try to park in the lot near the Tidal Basin. I have yet to make it to that lot. I try to find a spot somewhere near the field and walk from there. There is a HUGE tree in the SouthWest corner of the field. That is pretty much where we all meet and set up. Here is a link to give you a better idea of where we are at there.
